It's an interesting idea. You do have to work the cellophane. We used these techniques to make a waveplate out of cellophane in the late 80's, but it did have to be worked. You need to draw a flat object over the cellophane repeatedly and flatten it to ensure that the optic axis is along the long side. However, you also have to have the two left eye/right eye images. Just splitting the screen in half won't make whatever is on the monitor into 3D. If you can get a stereo pair of pictures, wouldn't it be easier to simply color one red and the other blue? Or just cross your eyes and squint, as in:
