If the film can be exposed in the open air, can't it also be developed in open air. If it hasn't fogged during exposure, it can't fog as you develop. It should be possible to take the developing chemicals, a few trays and a flask of DI water and set up a dev station right on the beach. Also, why use a safelight. The idea is that moonlight is the safelight.
As for local law enforcement, I have a story that may be pertinent. In the 80's sometime a London holographer was driving home through Hyde Park late at night after a day of trying to shoot real roses. He got stopped by the local constabulary, two of them, who asked him, among other things, what his job was. "Holographer", he replied. "Huh?" said one of the local constabulary. He pulled out his holograms from the glove compartment and showed them with his headlights. Both members of the constabulary stared, promptly walked towards their car and drove off. One was heard saying, "I don't think the London Constabulary has ever caught a holographer, do you?" and the other replied, "I don't think so".

Except that if you've got enough moonlight to see, you've got a fairly bright broadband light source that will fog some films pretty quickly. Most notably PFG-01. I did my shooting in the moonlight "shade" and still got some light fogging.

Well, I made three holograms while in Belize. One on the mainland and two more on a small island called Southwater Caye.

I had varying amounts of film movement in all three but also got recognizable images and so I'm going to count the experiment a success. I'll be writing up the results on my site and I'll post a link to the full details as soon as they're available.

Ok, the notes and pictures are up now. I can't wait to try that again someday. Next time I'll fashion a small box that can be used as a wind and light shelter and broken down for travel.
